You can dump titlekeys using Decrypt9..

Retail games such as carts don't contain title keys only digital.

Oh, It's a pity. But I saw a retail game's (can't download from the eShop) title key on '3DS Title Key Database' website. What happened to this?

The title key is this:

This game is a Korean version of 'Animal Crossing: New Leaf'. It sales only on retail.

This is a retail game on Korean eShop. (the above game):

(소프트웨어, It means 'Software'. It can't download on eShop)

And a downloadable game on Korean eShop:

(카드/다운로드, It means 'Card/Download'. It can download on eShop)

yes it is possible, i think i uploaded a python script for this 1 or 2 years ago.
you'll have to find it though
