Not sure if people already knew how to do this. I was trying to transfer my 3ds sav to a cia game: devil survivor 2 break record. It's a new game so the tutorials i looked up online didn't work. However, i used the suspend save from the in game battles, the cia was able to recognize that save, and I was able to create a new cia save from loading off the suspend save. I guess quicksaves are a different type of file than regular saves. This might work for fire emblem and some others that use quicksave.

This sounds promising
