I've been thinking about working with ntr and building a plugin that acts as an in game mp3 player of sorts.
I remember being disappointed when the dsi and 3ds music apps couldn't play outside of their respective aplications.
I wanted to put this idea out publicly to see if other people would be interested in such a product. I'll make a poll so as you could post your opinion on the subject.

I think it might be feasible on a New3DS, but probably not on an Old3DS.
If it's not possible at all, closest you can get is replacing the music file(s) in the game's RomFS.

Im surprised the switch wasnt bundled with that. I would like to see this come ro fruition, now that ntr is getting tons of new features like real time screen drawing and mode 3.

Hm, mode 3? Would you care to elaborate?

Eh.
Personally I have no interest in it, I have to listen to the game soundtrack when playing a game, it's a rather big part of the experience for me.
I'm sure there are lots of people who would like it though.

Personally I would use it for puzzle games and the such as the music in those games(if there is any) doesn't always convey much "feeling" and usually isn't tied to the gameplay.
But that's just me.

That's true. I don't really play puzzle games though (except on my phone if I get bored enough :P)
