Can a copy of Pokemon X/Y that is at the basic release version battle and trade locally with someone who has updated the game?

Can the two players do it without any issues?

I don't think you can, you either need to have the update on both or neither

I'm not sure about X/Y exclusively, but I've traded between my copy of AS (no patch due to no eShop on my LL) and my copy of Y (which is on 1.3), so between the two different games, a patch wasn't needed, no.
