ROM Hack Pokemon XY/ORAS keyboard translation problem

Hello! I have a situation here. We try to translate Pokemon X/Y and ORAS to our native language. And we stuck at keyboard translation. I want to replace Latin letters with Cyrillic, and it seems to me that everything is hidden in the СRO files. I don't know how to open them or edit. Can anyone help me please? Or explain where to look this information.

The keyboard data is located in rom:/a/0/2/0 (for pokémon ORAS); it’s not hardcoded in a .cro file.
