(Not sure which category this thread should have been posted in, so please forgive me if I made a mistake...)
Anyway, I wanted to know something really specific...
Is it possible to get Pokemon ROM hacks to work on Flashcarts like the DSTwo?
And if so, how can I go about doing this...?
 
Yeah, tried that and nothing...
I got a fresh copy of a Ruby ROM (Renamed Ruby.gba to Snakewood.gba), and then the newest version of the Snakewood Hack (Named Snakewood.ips) for example...
Put them both in a separate folder called Snakewood and...nothing...
 
Though it would not be outside the realm of possibility the DSTwo does not have auto IPS patching like many PC emulators seem to- you are going to have actually patch the ROM to generate a changed file.
There are any number of IPS patchers but if you are playing at any length in the GBA then GBATA from http://www.no-intro.org/tools.htm is something you are going to want to have so just use its IPS patcher.

If you want a simple patching tool for some reason then http://home.arcor.de/minako.aino/ipsXP/ is the one usually suggested around here. Poke around filetrip or romhacking.net's download section and you will find several more.
 
IPS is limited to files 16 megs (minus about 6 bytes) or smaller so the UPS format got made and is used by most that do not need something like xdelta or bsdiff.
http://www.romhacking.net/utilities/677/ should be able to handle those.

Modified internal names.... not seen that in a while.
