ROM Hack Pokemon Omega Ruby randomizer

hi there, i was wondering, can I find/create a cia file for pokemon omega randomized ruby and install it without the need for homebrew ?

I tried before and wasted hours and hours and nothing worked, and I recently played pokemon black randomized and it was really fun

anyway, my question is, can you give me an easy guide for this >> creating it as cia ?
