Not completely true. Some codes work as a patched code.bin, which Luma supports loading; I have one on my o3DS that includes instant messages, no delay QR scan, 1.375x walk and run speed, and 100% catch rate (a fallback for when my GateWay card is otherwise unavailable) .
I'm attaching the patch I'm using (basically those codes, as found in this very thread, converted to a binary patch); extract it somewhere, put in the same folder a copy of bspatch.exe and of the renamed code.bin from Sun and/or Moon (0004000000164800.bin and/or 0004000000175E00.bin), run the batch file, and put the resulting files in the proper places.
How to get the pre-patch 0004000000164800.bin and/or 0004000000175E00.bin is outside the scope of this post. Instructions on how to find some with the no-outlines code already applied, and of how to use those files, can be found in
