My Switch finally got banned using SX OS and connecting to the network. I removed my account from my switch and reinitialized my system. I set up a new account not connected to my nnid. Is it possible to transfer my save from my old SD card and account to my new SD card and account without having to format the card?

If your Switch is banned, there is no way to unban the system, so I'm not sure why you're reinitializing the system.
