I also followed the instructions with system ini - also removed the semi colon! changed the number from 1 to 0 - i added the contents folder with the content in atmosphere (edited afterwards of course) still doesn't work. I really do not know anymore.

Your TEXT/CHEAT file is wrong syntax..

The descriptions should be encased in [ ] brackets..

i.e

Yes the spawn according to dex and spawn random and fix lucario codes. i do have the correct addresses i am for sure on that but maybe values are different?
