Make sure that your Luma3DS payload is named "arm9loaderhax.bin" in the root directory, unless you are using a chainloader of some sort (for example, ctrbootmgr9), in which case you would have to use the Luma3DS payload directory changer. A pre-a9lh backup is a NAND backup of before you installed A9LH. Make sure that the TWL_FIRM you downloaded (from 3DNUS, NOT 3DSNUS) has an ID of 0004013800000102 and a version of 8817 (can I post that here?). If you haven't followed THE GUIDE or bought a pre-hacked console, then I can only assume you followed a video guide, which are almost always out of date and should not be used. Finally, I've noticed in your signature that you (used to) say you have bricked because of sudokuhax. However, this is not the case, as a bricked 3DS would show a BootROM error on startup instead of loading the Home Menu, and would be about as useful as a brick.
And if you did follow Plailect's guide, you can see here for issues with TWL_FIRM after the ctrtransfer method. It may even fix your issue if you didn't follow the guide, the only way to find out is (make a NAND backup!) and try it out.

my payload is named correctly, i have the correct TWL_FIRM and i followed the guide and didnt use crtransfer, yet i still cant get things to work, i have also tried to install the 3ds whitelist again and that still doesnt fix the problem...

if your using Luma you don't need TWL-FIRM patch, unless your saying you have the right Twl_FIRM
 
Have you backed up all your saves and data, restored a pre-A9LH backup, and redone the entire guide from the start?
 
I fixed it by trying to format a emunand that ended up formatting my entire 3ds, i flashed my backup and gave up trying to fix my problem, i then accidentally loaded up a game and it worked... finaly...
