Homebrew playing video on ds?

I'm curious as to why a homebrew site would disallow posting of a homebrew project. Is there something bad about this Sakura application I should be wary of?

I used to play videos in Moonshell with DPG, but my computer had, for a while, been unable to convert to DPG using any tool (the one included with Moonshell, any version of BatchDPG, or Super). I was still able to play all my regular video just fine, as well as encode DVDs. I've since had a reformat though, so I'm not sure if I can convert to DPG. I found a freeware video processing suite, and they have PSP encoding. I've emailed them asking them to add DPG support, but I'm not too optimistic.

So my "current" answer is the best way to play videos on the DS is through Moonshell, but the DPG videos must be acquired, not encoded, since my PC (which is very recent, I custom built it bleeding-edge in 2005, so it's comparable with new PCs today) won't do it. Or I just convert them to 3GP and watch them on my phone. The screen is smaller, but not by much. (MOTOROKR Slider)
