Homebrew Play retail games on a DEV unit?

no, dev units do not have retail keys. however, if you decrypt a retail cia and reencrypt it on a dev unit, it might work.

retail gamecards cannot be ran on a dev unit.

It can be doable. You would need to do some wizardry with a retail type emunand and supply your own decryption keys. Nobody really makes tools for doing this on dev units because they are so uncommon and expensive

dev units aren't uncommon anymore, you can easily get one by being a Nintendo Dev

For $2000. That's money no casual homebrew creator has. It's definitely not money you should be willing to spend for a console that won't do you much good than give you a reason to publish things to the eshop. Heck, we have the sdk apps on retail 3ds consoles already, right? Isn't it pointless to get one unless you're a real Nintendo developer?

The Panda line isn't terribly "better" than retail without a $900 card, I'll concede you that :P
