Hello,
I need to change my computer and I want to buy one to run dolphin and pcsx2 in HD. Here is the spec of the one I saw :
Processor: Intel Core i5-8300H
Graphics Card: NVIDIA GeForce GTX 1050 Ti
Dedicated graphics memory: 4 GB
Memory size (RAM): 8 GB

Is it enough ?

And if it's an Intel core i7 with an intel uhd 620 graphics card ? Is it gonna works in HD ?
Integrated GPUs (Intel) can only go so far. HD is possible, but performance may lack depending on how high you're wanting to go.

Intel: Iris Pro iGPUs will handle Dolphin well in D3D in Windows, though there are driver issues with the other graphics backends on that OS. A full fledged discrete graphics card is still highly recommended. IGPs older than the HD4000 are not supported.
 
I do not know anything about PC graphics power. impossible for me to compare or say which card is more powerful or older than another.

If you're going strictly emulation the 1050 ti is perfect.
 
The best HD resutls are achieved with NVIDIA and AMD/ATI GPUs.:)
Your INTEL GPU is ok,most of the Games will run perfect at 720p with native Wii resolution at 30 fps.
