Homebrew OTP.bin wrong file size or doesn't exist

Got an error worded about this way on the 5th step of the full hacking guide for a Old 3dsxl. I have redNANDed the damn thing twice and went from that step on the second go 'round. It has done it twice now, despite it validating it before I completed step 4 and updated the sysnand with the backup it asks for.
What the hell am I doing wrong here?

Do you have you console specific OTB.bin in the /a9lh folder? as the error says it could be that your OTP.bin isn't 256 bytes and you will have to go back to firmware 2.1 to get it.
