PS1/2 OSDSYS osdmain.kelf on HDD

So I set up FHDB on my phat PS2 and it works fine except in LaunchELF 4.43a I cannot use the OSDSYS option to back to the regular PS2 menu. By default it searches for osdmain.elf in mc:/BAEXEC-SYSTEM/ which only exists if I have a memory card with FMCB installed on it connected but I'd like to make this installation independent of memory cards.

I went into Startup settings and changed OSDSYS kelf to the osdmain.elf found in hddo0:/__system/osd/osdmain.elf but it seems to ignore that and still search on the memory card. Next I looked at the file size between the one on the memory card and the one on the HDD and the one on the HDD is smaller, so I copied the one on the memory card to the __system folder (I didn't replace the one on the HDD) and set OSDSYS kelf to that path and rather than looking on the memory card it just says " is not found" as if the path is empty. My final attempt was I tried copy the memory card file to a USB drive just to see it refused to load it off of the hard drive for some reason, so I put it on the root of my USB drive and set the path and it actually worked, however when I reboot LaunchELF any time after that it goes back to saying " is not found" even though the path is still set to the USB drive.

This isn't really a big deal but I'm just curious as to why it doesn't work.
