If you are using a CFW and want to have "Homebrew Launcher" too, your best option is install .cia of Cubic Ninja and run NinjHax.

Curious: Which is better if you have CFW? Cubic Ninja with ninjhax or Ironfall with ironhax? (Installed via CIA)

CN/NH, because IronFall/IH needs to install it previously with another *Hax, meanwhile CN/NH directly installs itself!

There is no support for homebrew launcher on oot3ds on lower firmwares (which should be possible because we can load gateway menu).
NH1 is for fw between 4.5 and 9.2 and have kernel access (cfw and cias) while NH 2 is for fw greater then 9.2 and don't have kernel access.

So nh1 is better? I thought nh2 allows better hb...
NH1 advantage is kernel access possibility, and NH2 advantage is just that you said + Region Free!... BTW, you can also run HBL latest boot.3dsx version on NH1 (no RF, I guess).
