The preview builds can be found here.

The 3DS can't use 5GHz, but it's recommended to connect your PC either by Ethernet or to the 5Ghz band to avoid interference with the 3DS, which operates at 2.4GHz. It also frees up bandwidth on the 2.4Ghz band.

FTPBrony and FBI may be displaying the incorrect IP address, have you tried using the router config page or Fing to scan for your 3DS' IP address?

Also when updating the ntr.bin on your SD root, make sure you delete the old one before copying across the new one, instead of overwriting.

I had a play with 3.4 Preview 2 last night. Overall I was pretty happy with the framerate, especially as I was playing online.

I've Checked the IP at my WifI Router now and corrected it.... It still wont work:

Did you make sure to enable debugging? Also to be 100% sure the IP is correct set it to manual in the AP's settings on the 3DS.

Got it working I feel silly I needed to install the new CIA and ntr.bin

If you want, you can use CyDown to install MyEifi for free! (You didn't hear that from me though )

It's not necessary anymore, works with the normal hotspot, too.

Now I have sound Lol . My frames dropped considerably when I tried to stream online. Pokemon when from 28 average down to 12. My computer just sucks haha. Still really cool though

so how did you go about adding sound? just plug an audio jack from the 3ds to the PC audio in?
