But then says that Outputting the audio to PC (to use its onboard DAC) then outputting it at a higher volume isnt amplifying

Hmmm, I thought British education system solved the illiteracy problem decades ago.
I recommended a dedicated amp, not a DAC. Why the F would I recommend a DAC if he has trouble with low volume?

Technically using the PC line in then use its built-in amplifier works too.
But it's kinda impractical.

Indeed but that little amp+dac combo on the computer cannot compare with a dedicated one. Even if its just an entry level one. (Unless you have a proper soundcard that is!)
Hence why I suggested Fiio A3 which has low and high gain option.
