Today I try play online mercenaries 3DS and get error,yesterdat at night can play online now not.
I can enter miiverse,get homepass but not online games ><

Then I think Nintendo should be only processing the data which they gathered before the maintenance.

Think that was data gathering, probably it can be linked to license agreements when u registed your Nintendo ID.

Previous 002-0102s usually lasted 2-4 weeks except the wave of banning the flying-got Pokemon Sun/Moon players.
That case was a permenantly ban.

I have installed Pokemon Sun but without cheats

If anyone got banned from flying-got Pokemon SM then he/she would be banned and unable to be online since Nov.2016.

What if it has something to do with people registering their NNID to their hacked devices?
people who own multiple 3ds's that have the same NNID registered to it could get an account ban.

I have a region switched NEW3dsXL (originally a NEW3dsLL) that is on B9S and i am not banned.
I also haven't registered my NNID to it.

No, you need to manually download 7.0.5. That's the last a9lh version. https://github.com/AuroraWright/Luma3DS/releases
