Well, it very much seems like bricked 3DS consoles have a way of recovering. Using code designed by krisztian1997 and bkifft on the GBATemp forums, a recovery of the 3DS is possible providing the user in question has a NAND backup created by using the emuNAND features on the flash chip.

Unfortunately, this method also requires a user who has a good level of proficiency with electronics, as this is a hardware mod that requires opening the console and soldering some pins to the eMMC. Good news (?) as user YoshiInAVoid is offering an unbricking service (tentative) for users in the United Kingdom! I will update this as more information arrives. Even so I wish these two the best of luck in their endeavors.
