Hacking new CIA's not working!

I have eur n3ds installed a9lh using Plailect Guide and have v11 Gateway emunand.

The problem is that latest CIA game releases not working(installing by using latest FBI).
Also i used a setting at Luma to support multi region.
Those cia i got from "you know which site",and mostly they have usa format(my n3ds is eur) and they just don't wanna work...they stuck on 3ds logo,or giving some critical errors if try to launch those.
Problem is only with latest releases with cia files(3ds on the same games works fine),older games install and work like a charm.

So do someone have any ide what's the reason of why the latest cia games(from other region)not working on gateway latest emunand? or how to fix it?
