But the OP said you need to be on 10.6 on o3ds to make this work, but the thing is because that is the latest version right now, you will not have the browser nag, and browserhax doesn't work in this version...

That's not what it's saying; I think this part is being misunderstood:

As of Feburary 24, 2016, the browser-version-check requires that the installed Old3DS browser be on >=v10.6. With New3DS, it only has to be on >=v10.2 currently. To bypass this requirement on Old3DS/New3DS, you can do the following...

In other words:
You will get a browser nag if your current browser version is less than what Nintendo's servers say it should be. O3DS and New3DS browsers check this number in different ways. Right now (Feb. 24, 2016) for O3DS, Nintendo's servers say you have to have at least 10.6. For New3DS, Nintendo's servers say you need at least 10.2 (for some reason). Anyway, if you get the browser nag, do this to get around it...

Why Nintendo's servers still say "OK" to New3DS browsers on 10.2 or higher... that's the mystery.

i got a friend with a frankenfirmware n3ds on 9.2 if he has a gateway card and cubic ninja would he be able to update his sysnand to 10.6, use this browser hax exploit to downgrade back to 9.2 again?

No, you only would be able to run homebrew.

I successfully downgraded and installed RxTools on my sister's 2DS with this method

Now, the only difference that occurred by following this tutorial with her 2DS (besides of my 3DS), is that her SysNAND Health & Security App disappeared and EmuNAND's not. Maybe I did something wrong while installing the FBI... idk but I installed it in both places.

Soo no way for him to downgrade to 9.2 at all if he updates to latest 10.6... that sucks, i figured he could use the cubic ninja hax to get rid of the frankenfirmware.

If he's on a frankenfirmware and is still capable of booting games/homebrew, just have him run sysupdater again to finish the downgrade. Unless I misunderstood and he's getting the error screen of doom.

That's because you did install FBI properly. You'll need to activate Pasta mode to see H&S again in SysNAND since it's now FBI. Use it to install the real FBI and restore H&S (just to have SysNAND cleaner) or just restore it on SysNAND since it's not really needed except for GBA/DSi titles.
