Hardware New 3DS XL D-Pad not working correctly

The D-Pad of my 3ds XL is not working correctly. Pressing -> (right) has sometimes no effect and sometimes double the effect, meaning that it works like pressing once acts like two or three inputs. It is especially annoying where a single input is necessary, like switching tools in ACNL.

Will this solve my problem? The plastic cross is not broken, I don't know about the rubber underneath as I have not opened it yet, it seems rather awkward to reach the dpad, I only wanna do it if I absolutely have to.

You shouldn't need a new d pad, you can clean the one you already have internally, just remove the sticky tape over the buttons, remove the tarnish, and then tape it back down.

I don't think IPA will work from the outside, but I guess you could try that first.
