No, it won'r be released outside Japan, none of this games ever do. If it's that good we might see a translation someday but I doubt one will come out any time soon.

Actualy the game is based upon an anime entitled Dragon Drive in which a virtual reality Dragon based game becomes real.

If it's about you raising a dragon then a good substitude for this would be Dragon Seed (or Seeds) for PSOne, EXCELLENT GAME I have it and played it for hours and hours.

I think I'll try to find the disc and play it tonight, it was one of my favoritr games back then when it came out.

you might like dragon drive, it has lots of funny parts, some semi-ecchi parts but nothing to bad, but overall its an action based anime
