There are two hamsters that are thinking about how to get to the top of a sunflower right before Oxnard. Tack-Q the left hamster and you will unlock the Ham-Chat word you need to reach Pepper.

Hmm, I cleared that area (took care of Spat) but I haven't found the right ham-chat word for that one yet so I guess this will have to wait until later in the game.
