If you talk about D&D's D20 rules system, there is eye of the beholder on GBA. But there is no D&D game on DS.
The closest thing you're gonna get to Neverwinter Nights on the DS is Dungeon Explorer: Warrior of the Ancient Arts.

I would also like to add that, while dungeon explorer probably is as closest, GTA San Andreas for PC would probably be closer
