NES/SNES/GBA rom hacking programs?

Hi,

I've been trying to learn rom hacking and I wanted to start with the older consoles. I'm mainly looking just to change the texts of the roms. The problem is I can't find any tools such as text editor and so on that support windows 7. I've tried looking on romhacking.net but most the tools work only on windows 95 and DOS. I've also seen several tools for hacking pokemon roms, but I'm not interested in pokemon. I have HxD as my hex editor, not sure if its good or not though. So are there any tools that work on windows 7 that can rom hack NES, SNES, or GBA roms?

This also depends on what game you want to hack. There are tons of different tools for different games.
