Hacking NeoGammer R4 Error Loading Menu

Trying to get Ghostbusters to work so I installed NeoGammer R4 + cios38rev13_Installer. When I go to lauch Ghostbusters or any game using any settings it says "Error loading menu" any idea?

I installed CIOS38r13 as IOS249 dunno that has anything to do with it.
