Can NeoGamma + cMIOS force progressive scan (480p) on PAL GC games?

No, only if the game supports it natively.

And even then i'm not sure. And btw the cMIOS has nothing to do with it, if Neogamma can run GC games with its internal loader, then it doesn't matter which cMIOS you use. (Except when using the patched MIOS option..)
