If you still would like to spend a little time to compile this program (WAD GUI v1.52)
yourself, just try to replace your libpng.a and libpngu.a (under \devkitPro\libogc\lib\wii)
with files here: http://code.google.com/p/shootmii/source/browse/#svn%2Ftrunk%2Fdependencies%2Flib

You should not get "black screen" after re-compiling with those older lib files.

Yes, it works. I have that HBC running on my neek2o nand. Though I must admit it's mostly idling. Postloader is much better for the purposes you're going to use it.

You might try postloader instead. Specially booting neek2o directly into postloader trough priiloader is a fast working solution.
HBC 1.07 always shows an annoying popup screen that a newer version is available (when your networking is working) and it can't launch homebrew from the usb drive (in uneek)

Do you mean a black screen when you try to launch the hbc under neek?
Are you sure you have ios 61 on your neek nand? That's the one used by hbc1.07 if I remember well.

no i mean i use modmii no make the neek2o package when i move it to my sd card and use the the channel launcher all i get is a black screen never boots into neek iv left it set for a hour and never gets past the black screen

It was confusing as you mentionned the downgrade of the hbc.
The hbc is a channel on the nand. While it might not run on your neek nand, this doesn't mean that the nand shouldn't boot into the system menu.

What exact setup are you trying to run?
Could you give us the folder / file structure on your sd card, related to your setup?

When it blackscreens, is the drive slot flashing, or does it stay dark?
