Dude that is because the original flashcart website he linked died...It actually was a working link at one point. There is nothing wrong with what he provided. He provided the information needed to pinpoint what flashcart he could possibly have. I so happen to have the kernels from that website before it died, it was for the R4i Gold Plus flashcarts. If you are gonna go on a link take down spree then might as well hunt every other post on GBAtemp with a dead link as well.
First off, nobody would click a link they don't know without taking precautions first (at least I thought so anyways). Second off most if not all people know links to flashcarts like this are either dead or lead to messes. Third, just because he gave a link that could potentially have malware, adware, etc doesn't make it inappropriate of him to do. He did exactly what he was supposed to do in terms of providing information pertaining to what he was looking for. If you are that scared about getting malware, adware, and or viruses then I recommend you do not use the internet anymore because most if not all websites now a days have either malware, adware, or even viruses, sometimes all of the above. The things you download may contain such malicious messes too. OR you can be prepared with an anti-virus software or some type of software built for scanning and cleaning your system from malicious problems like this. I know what you just read sounds rude and I apologize, it isn't my intent to be or sound rude.

You can use it on a 3DS with CFW, if you do not have a 3DS with CFW then it won't work on it. As for kernels unfortunately no, some games may or may not work on that flashcart, there is an easy fix however. Some games will not work on that kernel due to anti-piracy. I have implemented AP fix cheats into my DS flashcart cheat databases however so you can easily avoid the AP issues some games have and play them normal.
try ordering this flashcart from here, it has NTRBoothax and Wood R4. Works on the latest 3DS firmware 11.6.0.
