Have the CIA version of Fuse installed, what else do I need? BIOS, folders, and general files?

Did you download the latest stable release of Retroarch here at the stable /#.#.#/Nintendo/3ds sub-directory? The archive you're looking for is called RetroArch_cia.7z . Installing the fuse_libretro.cia isn't enough because it's just a HOME Menu forwarder with the Fuse icon as preference. The retroarch folder has to be dragged and derp'd to your SD card. In the core folder, you can remove every single .core file except the fuse_libretro.core , which is the one you want to keep.
