Hi, I have a New 3DS XL that I am fixing for my friend. I installed CFW on his system a while back, and a few months later his system was dropped and the screen was broken. He gave it to me to fix, and I have finally ordered a new screen to replace the old one. I had this system sitting in a bin in a few seperate chunks for a while, but it should be fine. however, regardless of the new screen being connected, the system refuses to power on. when I press power, the blue light comes on for a moment, and then cuts off. if I hold start to get to GodMode9 it cuts out faster. sometimes there is a popping sound, but now with the speakers disconnected (they broke off while I was installing the new screen, but I know my basic hardware and this wouldn't be the issue) there is no longer a popping sound. I have tried with and without an SD card with bootable firmware on it, I tried reinstalling B9S (I couldn't even get the installer to load with the magnet method, and I tested my magnet on another system so it should work.) I confirmed the screen was securely connected (it wasn't originally) and fixing that still did nothing. At first I thought maybe I got my other bricked board from that bin, but on that system I was still able to reach GM9! Does anyone know what the problem is?

Put this to the root of the sd card. boot9strap prioritizes the SD card and loads the boot.firm from there. If there is none, it loads from ctrnand. I would then recommend you to copy the boot.firm into ctrnand using the gm9 megascript (or by hand). This means that in future the 3ds can also be powered on without an inserted sd card. A guide for this can be found here.

No I think you misunderstand. I already tried booting Luma3DS from the SD card.

I guess I could try and get a newer version...
The issue is that I couldn't boot GM9 via holding start either. Files on the SD, gold start, and it shows nothing onscreen. Blue light cuts out about 2 seconds later.
