Hacking NDStation 1.2.1 nosplash mod

I modified chuckstudios' NDStation 1.2.1 so that the generated NDS files would no longer have a splash screen when you booted them. Since I had trouble getting his source to build, I ended up just hexediting the 9.bin file (which is used to make the NDS file's DS code) so the splash screen would just be a black screen. The source included was updated to reflect this change.
