It acts slightly different on my o3DS but, yes. I can eject the cart, modify the files, put the cart back in, and it still functions.

99% of all 3DS and n3DS consoles power off the slot if you eject the cart and it can't be powered back on when in NTR/TWL mode. (under normal circumstances)

If someone had say an Action Replay DSI or something like it, couldn't this be used to swap out carts in CTR?Slot powering off is low level hardware behavior. It can't be controlled via software. Slot power on occurs during boot2/devlauncher load. That could in theory be do able with a modified TWL_FIRM.
