i know about dev mode, but after years it's still very bad, even N64 emulator on Windows 10 runs very bad on PC, the devs of the emulator are not interested on UWP.Xbone already has dev mode.
You could see it as the PS3 in the early days.

Almost everything (and I literally do mean almost everything) is done on virtual hard drives that are double encrypted with Microsofts master key as well as the console specific key. If you're talking games, add in the game specific key too. As of yet, only a few of the virtual drives have been dumped. PPSSPP still runs very bad on Xbox one.

And I'm not even including the telemetry that Microsoft collects. You'd be insane to connect a modified Xbox One console to the internet. Banned in minutes. I promise.
