Yeah. I think Galaxy's director even said that it was an idea he had been toying with since before the release of Sunshine.

I'm sure Nintendo did a tech demo of Mario walking around a sphere way before Mario Sunshine was first shown, can't seem to find it though.

People make a big fuss on every little thing Miyamoto says.. like the time he said that "He could have made Halo".. he meant that he could do something at the same level of Halo (and indeed he did, lots of times).. and people interpreted it as he was challenging Bungie or saying that Halo was bad..
