More space will be added automatically when needed. It depends on how many icons/badges you have (doesn't matter whether they're in folders or not)

but i usually start off with tons of space, like on my new 3ds i can scroll to the right for a long while, but with the o3dsxl, it's just the little confined area.

They changed it in a certain update, but it seems like people are experiencing different behaviour. The downgrade probably resets the part that says how much home menu space you have.

The New 3DS can handle all that space with an upgraded processor. On the old 3DS it only gets added if necessary to keep booting fast.

There is button top right(or left) of 3DS bottom screen to adjust icon size. Please understand this...
