I'm trying to use Virtual PC to run a x32 version of either XP or Windows 7. The computer I'm using is running a x64 version of 7 (Home Premium).

Unfortunately, MS says that I'd have to upgrade to Professional or Ultimate to use XP in Virtual PC. Is there any other way that I can emulate a x32 environment with a x64 OS?

There exists various VM software. VirtualBox is one, it's free. Various benchmarks show non-free VMware offering better performance.

Either (and most likely any other VM software) will work fine on a 64-bit host.
