Gaming MGS2 PC White Water Glitch!

I've been having this problem for a while now and it seems that when I go to the Big Shell part of the game the water surrounding it's just white. In the Tanker part with Snake I can't see the Commandant on the projectors. I'm using ATI for my graphics cards and AMD for my processor. Please someone tell me how to fix this!

I tried all the patchs and even using alchemy or whatever it's called and it's still white.
