Neither Wind Waker nor F-Zero GX give me an option to select Progressive Scan, only 60Hz. Then again, I don't have any kind of AV cable that supports progressive. I do have a launch cube with the Digital AV port though.
From what I've heard, though, is that while the PAL GC supports 480p hardware-wise, there are no PAL games that support it. NTSC games that support progressive, though, can be played using that if you boot them on your PAL cube using a Freeloader or chip.
