The fight scenes and special effects were awful. I hated how most of the fights just involved Megaman overpowering everything in less than a minute. Heck, the very first fight involved Mega taking on ALL of the Robot Masters at once and successfully driving them off. Most of the acting was decent. Doctor Light seemed a bit dull and emotionless at times, though. As for the plot...well, they changed quite a few things around and I can't really say if they hurt or helped the story or not. Over all, Wily's motivation and scheme were stupid though. Well, his motivation was fine, but he goes from "I want my own time to shine." to "AHAAHAHAHAHahaAHa THE WORLD SHALL BE MiIIiNE" in the span of two scenes.
Something I found interesting and bugged me at the same time was was that only one Robot in this entire movie was truly capable of Free Will. Blues is the only robot capable of truly acting independently and thinking for himself, and this was due to a malfunction. To put it simply, Light never had the intention of giving his "children" Free Will. That's correct, according to this movie, Rock and Roll do not have Free Will. They were programmed to think the things they think and feel what they do, it's ultimately artificial. I always felt like Megaman was a Pinocchio sort of thing. A robot with a soul, but no. Here, he has no Free Will. Just a series of programming to make him behave like a human, but it's all just fake. At leas that's the implication here.
Anyway, lots of really silly things snuck in here. For example, Dr. Light apparently loves Egoraptor and Roll spends most of her time playing Contra and reading Excel Saga. Also, 8-Bit sprites appear to be commonly used in daily life? It started to become cheesy after a while, but whatever. Anyway, that's all I've got to say on it.
