I'm learning the programming language 'C' so i can try out GBA programming.

Tonc is considered to be a pretty damned good tutorial for GBA stuff

You'll also need DevKitPro for the complier, libraries and stuff (the GBA information sites are a tad out of date, Devkitadvance is now included in Devkitpro).

For very basic programming, you could also look into DragonBASIC, which is an implementation of BASIC on the GBA. I never could wrap my head around programming concepts so I didn't get too far with it but I was able to make a "Hello, World!" program with minimal effort. There are some tutorials on the site that help you get going.
