Hacking majoras mask save not restoring

i know how to do it ive backed up and restored save files for my other roms with no problems
the problem im having is its not working for my majoras mask save idk why it wont work
can someone test it and see if you can restore my save file on your 3DS please

im using the SKY3DS flashcard disk writer (106b5) and template (0216)
zelda majoras mask is EU version and my 3DS is EU region.

like i said i can backup and restore save files for my other games but when i cycle around
with the blue button and start majoras mask it says i have 3 empty save files idk why
