Im looking for a Cheap DS flash card, to play DS roms. It doesn't have to have any fancy features. I live in The Netherlands, so please recommend a site that ships there (preferably for free). Payment option, sadly, is Paypal, and Paypal only.

ONTOPIC: There's a few which ship from germany, just get a ace3ds+ or something.
It'll be hard finding a place that accepts paypal. They're pretty strict about this kind of thing.
3dsombouwen.nl has a DSTWO+ which plays DS games and SNES, GBA and 3Ds games (although the 3ds thing isn't recommended). The problem here is that you want to use PayPal. Almost all stores do not accept PayPal because if they would and PayPal would discover their business then PayPal would close their account anyway.
r4ids.cn is the most reliable flashcart, it's a little less than $20 USD.
All the cards for lower than $10 USD either don't work with SDHC/newest DSi/3DS firmwares, or have a "timebomb" in them that stops them working after certain dates.

Get the DSTT. It'll ship from China so it'll take a while but it's like 7 dollars and does everything you need.

No timebomb on the DSTT.
If you order it from http://www.nds-card.com, it'll probably take 2 or so weeks to ship, but shipping is free and it accepts paypal.
DSTT also works with flashcart forwarder CIAs, so that's nice

@Xdqwerty No you heard wrong, and don't believe till you experience yourself. Fallout 4 is one of my favorite games of all time. Yes it had issues early on, esp with older hardware like the xbox1, but it is awesome, esp now being 4k on Series S/X or PS5+2

Yea you right there, fallout 76 was a letdown, but it not that bad now, they have fixed slot of issues they had at launch. Biggest issue with Fallout 76 is its a pay to advance further type of game, which sucks
