Homebrew Locale switching never works on my 3DS!

I use a new 3DS with cfw, and luma version is fully upgrade 9.1. It's a Japanese machine.

I try to change legion and language of supported games (Warioware Gold etc) but it never happened. I tried to use old and new versions of Luma Locale Switcher and set the directory to luma/titles/%s and of course the game patching is on.

And now this time I am having troubles with starting Luigi Mansion remake, and people said that the answer is region setting. I really want to know what is the problem and really want to change region and language of games. I would be very glad if you can help!
