Well, it does pay homage to a lot of mechanics and feels of other games. But technically it's not a tribute to any game so I wouldn't say it's a fan game.

As for me, I'll just throw out that the Pokemon ShinyGold hack was amazing. By far the best Pokemon game on the GBA, even if it wasn't an official game. If it was actually fully completed (it only got up to some point in Kanto), then I'd have cheered like a little girl. The graphics were leagues better than any of the official Pokemon games and it was able to add new stuff on top of bringing back the older stuff.
