Homebrew Linking NNID without updating

Really want to download my games back to system, 9.9.0-26E.

Best option is to follow this guide to get the OTP then you can have an up-to-date 10.7 sysnand CFW of which you can access eShop and NNID settings. You may need to call Nintendo afterward to have them manually link the NNID as it sounds like you had one linked before and it may not link depending on how it ended up unlinked.

well, if you don't want to downgrade, you can use ctr-httpwn to access the eShop and Nintendo Network ID Settings. use HANS to use the eShop since you are not on 10.0+. it would save time in the future if you choose to downgrade though.
