A breakdown on laptops:

7-10" laptops are Ultra Portables.
They're cheap but not very powerful, so they're only good for the very basics, namely Windows XP, Microsoft Office, Internet Explorer, and Outlook (and all their reiterations such as Firefox and Thunderbird). Basically, they're useful if you need to do work or check stuff anywhere you go. They can also have a battery life of 3-6 hours, depending how you use it - very useful. The only other downside is the size of the keyboard - go to a computer shop and try it out before you try buying one. Oh, and they almost never have a built in DVD-drive.
11-13" laptops are High Mobility.
They are usually much more powerful than Ultra Portables, often coming with dedicated graphics cards (the ATI/nVidia range as mentioned before, or the cheaper/crappy Intel range) that are good enough to play plenty of games, but wouldn't be anywhere near playing the latest games like Crysis. They're good for a mix of power, mobility and battery life, but are also twice the price.
15-17" laptops are Media laptops.
Their performance on average is higher than any preceding laptop, but their actual specs/prices range from very low, to very high, even matching a Desktop PC. 15" laptops are still easy to carry around, albeit a bit heavy, but 17" ones are more difficult (take it from me) to fix inside a bag.
Recently I've seen 19-22" laptops. They're big, they're powerful, they look so kool that all your friends would plot to break into your house to steal it. They're also very expensive. You're probably not considering this, so I won't try explaining.

Small laptops are very good for carrying around, especially when you don't have time to print off your work before a lesson - just bring in the laptop and you can show it off (at least, my classes let us do that - might be different in other universities/colleges). I use my 17" PB laptop for all my games, and my new 12" HP tablet laptop to take everywhere and occasionally find a nice patch of grass to sit down and draw the scenery of my campus (it has a touchscreen and a special pen). Both of mine were in the £600ish range, but the Ultra Portables are all around £150-300.

As for PSP, well no other handheld plays/emulates games better, and only for £80-100. Recently I've put my entire Sega collection on it (I own it on MegadriveII too) just so I can play the Phantasy Star series on the bus to Uni.

Sorry for the long post, so I'll summarise now: Think about what you need to use it for, how much you're willing to spend, and then you'll know what to get. If your only interest is games, then get a PSP, or even an Xbox as said before. If you're main interest is work, then get an Ultra Portable. If you want both, then either get a High Mobility/Media laptop, or an Ultra Portable AND a PSP.

Anyways, I saw one of those really small laptops the other day. I don't know how big the screen is, but I'm gonna have to guess it was less than 10 inches, and it was about $400. They seem really nice just for portability and hopping on the internet anywhere. I currently use a 15 inch laptop, and I also have a deskto[ computer, but i pretty much have all my peripherals attached to my laptop including my 21 inch monitor, which gives me a dual screen. But yea, if you have enough money for a PSP but need a laptop, I suggest saving up for a laptop. It's almost like asking, would you rather have a gym or a treadmill. come on now.

What esoterica said. I don't know how you can compare the two when they both have different functions. You're in high school, right? I suggest a PSP unless you're gonna use it to take notes and everything.

I have a 10" laptop myself. Asus 1000H if you're curious. I just use it for light gaming, and lecture notes. Other then that, I don't really use it.
